To this end, selected mining, processing and recycling projects will be classified as \u2018Strategic Projects\u2019. These projects benefit from accelerated permitting procedures, shorter deadlines and easier access to public funding.<\/p>\n<p>However, what is sold as a contribution to raw material security poses significant risks to the environment, human rights and democratic participation.<\/p>\n<h2>Risks to transparency, environmental and equity rights<\/h2>\n<p>Classification as a Strategic Project can lead to time pressure or de facto erosion of environmental assessments, public consultations and local co-determination processes. Particularly in resource-rich regions, there is a risk of exacerbation of existing conflicts, for example by:<\/p>\n<ul>\n<li>restricted access to information;<\/li>\n<li>shortened participation procedures;<\/li>\n<li>high pressure on local authorities and affected communities,<\/li>\n<li>limited possibilities for legal protection.<\/li>\n<\/ul>\n<p>The CRMA thus relies on acceleration rather than diligence \u2013 an approach that runs counter to human rights and environmental standards as well as basic democratic principles.<\/p>\n<p>The new PowerShift Guide \"Strategic Projects \u2013 Making co-determination easy\" shows affected communities, local initiatives and civil society what voices they have despite CRMA \u2013 and how they can be used.<\/p>\n<p>The guide provides a systematic overview of participation opportunities on:<\/p>\n<ul>\n<li>local level (e.g. early information, local procedures);<\/li>\n<li>national level (authorisation processes, environmental impact assessments \u2013 EIA);<\/li>\n<li>EU level (transparency obligations, complaints and legal remedies).<\/li>\n<\/ul>\n<p>Practical examples show: True participation takes time and transparency.<\/p>\n<p>Based on concrete case studies, including from Portugal, the guide makes it clear:<br \/>\nEffective participation is not a formal act, but requires that data subjects are informed at an early stage, have access to relevant documents and receive sufficient time for examination, exchange and opposition.<\/p>\n<p>Particularly in strategic projects within the CRMA, this is crucial in order to prevent environmental destruction, social conflicts and legal violations.<\/p>\n<h2>Conclusion: Raw materials policy needs democracy and care<\/h2>\n<p>A sustainable and equitable raw materials policy must not see co-determination, environmental and human rights as an obstacle, but must strengthen them as a prerequisite for social acceptance and long-term security of supply.<br \/>\nThe PowerShift Guide makes a concrete contribution to this by making knowledge accessible and showing room for manoeuvre.<\/p>\n<p><a href=\"https:\/\/power-shift.de\/en\/raw-materials-reduction-series\/\">More on the topic and international perspectives here.<\/a><\/p>\n\n\t\t<\/div>\n\t<\/div>\n<\/div><\/div><\/div><\/div>\n<\/div>","protected":false},"excerpt":{"rendered":"The EU Critical Raw Materials Act: Acceleration at any cost?
