On the other hand, much less attention is paid to a group of actors that decisively determines how these raw materials are distributed worldwide: The metal trade.

Traders are a central link in the global raw material system. Not only do they ensure that metals move from mining regions to industrial centres, but they also shape the economic conditions under which this happens. Nevertheless, their role remains largely underexposed politically.

More than a mediator: How Traders Structure Markets

Metal traders organize the international exchange of copper, aluminum, nickel, cobalt or lithium. They connect producers with customers and thus ensure the supply of entire industries.

But its importance goes beyond that: Through pre-financing, long-term supply contracts and price agreements, they create the basis for many mining projects to be realized economically at all. They thus act not only as intermediate bodies, but also as active co-creators of global commodity markets.

A system with gaps in responsibility

Despite this influential position, commodity traders have so far been subject to only limited binding requirements in the field of environmental and human rights protection. There is often a lack of clear requirements for systematically capturing risks or disclosing them along the supply chain.

This leads to:

Difficult practices along supply chains remain elusive

Outsource negative impacts on the environment and society

Responsibilities between actors blur

Trade thus functions as an area in which structural deficits in the global commodity order are particularly evident.

Interplay between financing and trade

Mining projects are not isolated. They are part of a network of investments, political interests and market mechanisms. While financial actors enable the implementation of new projects, trading companies help to integrate them into global sales markets.

Both levels reinforce each other: Without secured sales structures, the attractiveness for investors decreases, while stable financing conditions promote the expansion of trade flows. If you want to understand the dynamics of the raw materials sector, you have to take this interaction into account.

Impacts along supply chains

The consequences of these structures are particularly visible in the mining regions. Environmental pressures, land conflicts and social tensions often arise where raw materials are extracted – while economic gains are realised elsewhere in the value chain.

For local and indigenous communities, this often means:

Restricted access to land and resources

Insufficient participation in decisions

limited possibilities to address negative consequences

Metals trading helps to stabilise these imbalances.

Information deficits and lack of comprehensibility

A central problem is the low traceability of global raw material flows. In many cases, it remains unclear which companies are involved in a business, how supply chains run or under what conditions raw materials are traded.

This lack of transparency makes it difficult to make grievances visible and to develop political countermeasures. It also weakens the position of those affected and civil society actors.

Policy action needed

In order to close these gaps, a much stronger integration of commodity traders in regulatory frameworks is needed. These include in particular:

clear requirements for the consideration of environmental and human rights risks

better traceability of supply and trade structures

effective ways to address violations and support those affected

Only if these aspects are bindingly regulated can existing disincentives in the system be reduced.

Reorient raw materials policy

However, a sustainable raw materials policy cannot be limited to the control of individual actors. As long as the focus is on securing new sources of raw materials, fundamental problems remain.

A comprehensive approach, including the demand side, is needed. These include:

a significant reduction in raw material consumption

Strengthening reuse and recycling

A shift away from resource-intensive production and consumption models

Conclusion: Trade as the key to change

Metal traders are a central, previously underestimated component of global raw material structures. Without clear rules for their business practices, major problems along supply chains remain unresolved.

Effective regulation must therefore go beyond mining and take into account the entire path of raw materials. This is the only way to reduce environmental pressures and social inequalities in the long term.

Press & Background

For interviews, audio and data please contact:
Adrian Bornmann
Speaker for press and public relations
Vanessa Fischer
Policy officer on raw materials

Metal trade: The hidden power behind global flows of raw materials Why trade needs to become more prominent When talking about raw materials, it's mostly about mines, mining areas and new projects.
