What is at stake? Insights into the state of play of EU negotiations – Indonesia Comprehensive Economic Partnership Agreement (CEPA)

The European Union and the Republic of Indonesia have been negotiating the Comprehensive Economic Partnership Agreement (CEPA) since 2016. The declared aim is to facilitate and create market access, increase trade and investment between the EU and Indonesia and promote sustainable development. The 19th round of negotiations on the agreement took place in July 2024. Both EU Commission President von der Leyen and the new Indonesian President Prabowo Subianto are committed to concluding the negotiations quickly. The agreement is also seen as a building block of the Indo-Pacific strategy.
The negotiations have so far received comparatively little attention from the Indonesian and European public. Representatives of civil society organizations from Indonesia have
criticized the lack of transparency in the negotiations and the insufficient involvement of the public. In an
open letter published in July 2024Program Webinar CEPA, Indonesian and European NGOs expressed concern that the CEPA could have a negative impact in many areas. These include possible price increases
for medicines and more difficult access to generics, the risk of an expansion of infrastructure projects that could harm the environment and human rights, risks for smallholder agriculture and problematic provisions on investor-state arbitration, which could
lead to a loss of sovereignty for Indonesia.
With this webinar, we would like to explain the content and scope of the planned agreement, critically examine its significance for sustainable development policy and ask what opportunities civil society in Indonesia has to influence the further course of negotiations.
